undervolt is a program for undervolting Intel CPUs under Linux. It works in a similar manner to the Windows program ThrottleStop (i.e, MSR 0x150 ). You can apply a fixed voltage offset to one of 5 voltage planes, and override your systems temperature target (CPU will throttle when this temperature is reached).

The researchers found that they could lower the voltage supplied by writing the concealed Model Specific Register (MSR) 0x150 using the msr Linux kernel module. With sufficient but not excessive transient voltage reduction, the processor can be made to produce incorrect results for certain instructions.
I have Hp Omen 15 with Intel core i5-8300H I can't change core voltage offset value because it's not active as the picture it was working before
